Seattle's rain run off curbs

I've been watching this project for several months now. In theory having a run off system that helps reduce the flow of rain water into the storm drains sounds awesome. For the longest time they were just these vast ditches, finally in late September/ early October the city came along and planted them. Unfortunately, no one thought about the fact that there is absolutely no way for these things to drain, so when it rains small lakes appear. Which in stagnant water means mosquitoes. And in freezing weather means ice rinks! We'll see what happens in the springtime. I am going to take a guess that this project needs to be revamped.
